Role Overview
The Senior Programme Manager (SPM) provides strategic and operational leadership for the Youth &Counselling Department, ensuring quality, evidence-based service delivery aligned with the organisation’s mission and regulatory standards.
The SPM functions as second-in-command to the Executive Director (ED), providing leadership continuity in ED’s absence and contributing to corporate governance, impact evaluation, and organisational strategy. This is a senior leadership role combining programme and team management, stakeholder engagement, and corporate oversight.
Key Responsibilities
1. Strategic & Programme Leadership
• Oversee planning, implementation, and evaluation of Youth Mentoring, Youth Development, and Counselling programmes.
• Translate organisational strategy into annual programme plans, KPIs, and measurable outcomes.
• Ensure compliance with NCSS,MSF, and relevant regulatory or funding requirements.
• Drive service innovation and continuous improvement to enhance client outcomes.
2. Impact Measurement & Research
• Lead impact studies, programme evaluations, and outcome measurement frameworks.
• Develop dashboards and reporting structures for Management and Board oversight.
• Analyse service data to inform programme refinement and funding proposals.
• Strengthen evidence-based practice and contribute to thought leadership in youth and counselling services.
3. Leadership & Team Management
• Lead, supervise, and develop Programme Managers, Counsellors, and Youth Workers.
• Strengthen team capability in trauma-informed care, safeguarding, and professional ethics.
• Foster a high-performance, values-driven, and collaborative culture.
• Oversee manpower planning and succession within the department.
• Ensure sound SOPs, internal controls, and operational governance within the department.
4. Stakeholder & Partnership Development
• Build and manage partnerships with schools, community agencies, corporate partners, and donors.
• Strengthen referral networks and cross-sector collaborations.
5. Corporate &Governance Support
• Support the ED in strategic planning, budgeting, and corporate reporting.
• Represent the organisation in external meetings, partnerships, and sector platforms when required.
• Contribute to Board papers, funding proposals, and organisational risk management processes.
6.Acting Executive Director (When Required)
• Provide executive oversight across departments in the absence of the ED.
• Support financial oversight, operational continuity, and staff leadership.
• Safeguard organisational reputation and stakeholder confidence.
Qualifications & Experience
• Degree or Postgraduate qualification in Social Work, Counselling, Psychology, or related field(Master’s preferred).
• Minimum 5 years of experience in social services, with at least 3years in a supervisory/leadership role.
• Experience in programme evaluation, impact measurement, or research.
• Strong knowledge of Singapore’s social service ecosystem and funding frameworks.
• Demonstrated leadership capability and strategic thinking.
