About the Role
We are seeking a dedicated and detail oriented Quantity Surveyor to support ongoing metro power supply system projects in Singapore.
This role covers contract administration, cost control, procurement support, progress claims, variation management, and commercial coordination to ensure project costs, contractual matters, and payment processes are properly managed.
The position offers exposure to major rail infrastructure projects and collaboration with international and multidisciplinary engineering, commercial, and project teams.
Key Responsibilities
1. Contract & Commercial Support
- Assist in the administration of project contracts, subcontracts, and commercial documents
- Review contract terms, scope of works, specifications, and tender documents
- Support the preparation and management of subcontract agreements, purchase orders, and related commercial correspondence
- Assist in identifying contractual risks, obligations, and potential commercial issues
- Work closely with project, procurement, finance, and management teams on commercial matters
2. Cost Control & Budget Monitoring
- Monitor project costs, budgets, commitments, and expenditure
- Prepare cost reports, cost forecasts, and budget tracking records
- Assist in reviewing supplier and subcontractor quotations, pricing, and cost comparisons
- Identify cost-saving opportunities and support cost control measures
- Maintain proper records of project costs, claims, variations, and commercial documents
3. Progress Claims & Payments
- Prepare and submit monthly progress claims to clients or main contractors
- Evaluate and verify subcontractor and supplier claims
- Assist in the preparation of payment certificates and payment recommendations
- Follow up on claim submissions, approvals, and payment status
- Ensure claims and payments are supported with proper documentation
4. Variation Orders & Claims Management
- Assist in the preparation, submission, and negotiation of variation orders
- Measure and quantify additional works based on drawings, site instructions, and approved documents
- Maintain proper records of site instructions, changes, and supporting documents
- Support the preparation of contractual claims, cost impact assessments, and delay-related commercial documentation
- Coordinate with project teams to ensure all variations and claims are submitted in a timely manner
5. Tender & Procurement Support
- Assist in quantity take-off, cost estimation, and tender pricing
- Prepare bills of quantities, cost breakdowns, and tender comparison reports
- Support procurement activities including sourcing, quotation analysis, and supplier/subcontractor evaluation
- Coordinate with technical and procurement teams to ensure commercial submissions are accurate and complete
Requirements
- Degree / Diploma in Quantity Surveying, Construction Management, Civil Engineering, Electrical Engineering, or related discipline
- Minimum 3–5 years’ experience in quantity surveying, contract administration, or commercial management for construction, infrastructure, railway, LTA, or M&E projects
- Experience in metro, railway, electrical, power supply, or large-scale infrastructure projects is an advantage
- Good understanding of contracts, progress claims, variation orders, cost control, and procurement processes
- Ability to read and interpret drawings, specifications, contract documents, and bills of quantities
- Familiar with quantity take-off, cost estimation, and commercial documentation
- Good communication, negotiation, coordination, and stakeholder management skills
- Independent, responsible, detail-oriented, and able to work in a fast-paced project environment
- Proficiency in Microsoft Excel is required
- Knowledge of AutoCAD, Cubicost, Glodon, CostX, or similar QS software is beneficial but not mandatory
