Job Description - Technical Manager, Caller Name ID Registry (CNIR)

[What the role is]

We are looking for a passionate candidate to join the Caller Name ID Registry (CNIR) team to combat scams in Singapore. The CNIR is one of the latest anti-scam initiatives lead by IMDA who has appointed SGNIC to set up, operate and maintain the Central Registry of registered caller name IDs which will be used as a source of truth by telcos to verify and tag authenticated calls under the CNIR initiative. This Technical Manager role oversees the CNIR systems, and is responsible for ensuring and enhancing the systems’ security, stability, resilience and data integrity; while working closely with and support stakeholders across business users, vendors and internal teams, to achieve organisational excellence and strategic outcomes of SGNIC.

[What you will be working on]

  • Oversee the end-to-end operations and lifecycle of the assigned system(s) to ensure system availability, reliability, resilience, security, performance and scalability.
  • Lead system upgrade, integration, change or migration projects.
  • Oversee incident, problem and service request resolution.
  • Ensure system compliance with policies, standards, procedures and regulations through regular security reviews and risk management; and maintain system documentation for auditability.
  • Be the primary contact for the assigned system(s).
  • Manage vendors’ service delivery, performance and compliance with requirements, organisation policies & standards and industry best practices.
  • Manage the budget and expenditure for the assigned system(s).
  • Oversee procurement processes, including tender specifications, evaluation and contract negotiations.

[What we are looking for]

  • Background in Computer Science, Information Systems, Information Technology, or related.
  • Minimum 5 years of working experience.
  • Experienced in Cloud computing. Amazon Web Services (AWS) certification or Microsoft Azure certifications would be advantageous to the candidate.
  • Solid knowledge of IT project management. Certifications such as PMP, ITIL would be advantageous to the candidate.
  • Solid knowledge of cybersecurity principles. Certifications such as CISSP, CCSP or equivalent would be advantageous to the candidate.
  • Proven ability to manage vendors, budgets, and cross-functional teams.
  • Experienced in Unix and Windows system administration would be an added advantage.
  • Analytical self-starter with the motivation and ability to keep pace with advancements in technology and cybersecurity. Result and customer oriented, with a focus on delivering business value through technology.
