The Technical Manager, Mechanical & Electrical is responsible for leading the planning, design coordination, technical execution, testing and commissioning of mechanical and electrical works for ICF’s marine interior, shipbuilding, offshore, refurbishment and interior fit-out projects.
The candidate must have strong practical knowledge of M&E systems associated with marine interior works, including HVAC and ventilation distribution, piping, plumbing, sanitary and drainage systems, electrical power distribution, lighting, emergency lighting, cabling, containment, equipment connections and control systems.
The role ensures that M&E services are coordinated with interior layouts, ceilings, partitions, furniture, architectural finishes, structural requirements and marine equipment. The position supports projects from tender and design development through procurement, installation, testing, commissioning and final handover.
Key Responsibilities
Technical and Engineering Management
Lead the planning, design coordination and technical execution of M&E works for marine interior and ship refurbishment projects.
Support final project handover and technical close-out.
Quality, Safety and Compliance
Ensure that M&E works comply with client requirements, classification society rules, statutory regulations and Company procedures.
Work with QA and HSE teams to maintain quality and safety standards.
Participate in inspections, audits, risk reviews and technical investigations.
Ensure safe installation, testing and commissioning practices.
Implement corrective and preventive actions for technical and quality issues.
Leadership and Stakeholder Management
Lead, guide and develop the M&E technical team.
Assign responsibilities and monitor technical deliverables and team performance.
Build effective relationships with clients, shipyards, consultants, vendors and subcontractors.
Represent the Company during technical meetings, inspections and project reviews.
Promote collaboration, accountability and continuous technical improvement.
Perform other technical duties assigned by management.
Requirements
Education and Certification
Bachelor’s Degree or Diploma in Mechanical Engineering, Electrical Engineering, Marine Engineering, Building Services Engineering or a related discipline.
Relevant professional engineering, project management or technical certification would be an advantage.
Experience
Minimum eight to ten years of relevant M&E engineering experience.
Minimum three to five years of technical leadership or project management experience.
Marine, shipbuilding, offshore, ship refurbishment or marine interior fit-out experience is strongly preferred.
Must have practical knowledge of M&E works associated with marine interiors, including HVAC, ventilation, piping, plumbing, drainage, electrical distribution, lighting, cabling and equipment connections.
Must understand the coordination of M&E services with ceilings, partitions, furniture, joinery, interior finishes and ship structures.
Strong experience in M&E design coordination, installation, testing, commissioning and project handover.
Experience working with shipyards, classification societies, consultants, vendors and subcontractors.
Good understanding of project costs, procurement, technical risks and schedule management.

Mandatory Candidate Requirement
Candidates must possess relevant knowledge and experience in M&E works related to marine interior fit-out, shipbuilding, ship refurbishment or offshore projects. Candidates with experience limited to general building M&E, without exposure to marine interior coordination and shipboard installation requirements, may not be suitable for this role.
