Job Summary

The Technical Manager, Mechanical & Electrical is responsible for leading the planning, design coordination, technical execution, testing and commissioning of mechanical and electrical works for ICF’s marine interior, shipbuilding, offshore, refurbishment and interior fit-out projects.

The candidate must have strong practical knowledge of M&E systems associated with marine interior works, including HVAC and ventilation distribution, piping, plumbing, sanitary and drainage systems, electrical power distribution, lighting, emergency lighting, cabling, containment, equipment connections and control systems.

The role ensures that M&E services are coordinated with interior layouts, ceilings, partitions, furniture, architectural finishes, structural requirements and marine equipment. The position supports projects from tender and design development through procurement, installation, testing, commissioning and final handover.

Key Responsibilities

Technical and Engineering Management

• Lead the planning, design coordination and technical execution of M&E works for marine interior and ship refurbishment projects.
• Review project specifications, drawings, equipment schedules, technical submissions and contractual requirements.
• Ensure that M&E designs are practical, cost-effective and suitable for marine operating conditions.
• Review and resolve design discrepancies, technical issues and interface conflicts.
• Provide technical guidance to engineers, coordinators, production personnel and site teams.
• Ensure that M&E requirements are coordinated with interior design, architectural finishes, furniture and equipment layouts.

ICF Marine Interior M&E Scope

• Manage HVAC and ventilation works, including ducting, air distribution, diffusers, grilles, dampers and equipment interfaces.
• Manage piping, plumbing, sanitary, freshwater and drainage works associated with cabins, toilets, pantries, galleys and public areas.
• Manage electrical works, including power distribution, lighting, emergency lighting, containment, cabling, control systems and equipment connections.
• Coordinate M&E services above ceilings, within partitions, below floors and behind interior finishes.
• Ensure adequate access, clearance and maintainability for valves, equipment, electrical panels, access panels and service connections.
• Coordinate M&E works with marine systems, ship structures, fire-rated boundaries and classification requirements.
• Review M&E penetrations, openings, supports, equipment foundations and installation interfaces.
• Ensure that M&E systems do not conflict with architectural, furniture, joinery and interior finishing works.

Tender and Project Support

• Provide M&E technical input for tenders, quotations, cost estimates and project proposals.
• Review tender documents and identify technical risks, exclusions, assumptions and interface requirements.
• Prepare technical scopes, material specifications and equipment requirements.
• Support Commercial and Supply Chain teams in obtaining quotations and evaluating technical proposals.
• Participate in tender clarifications, client meetings, technical discussions and project kick-off meetings.

Procurement and Vendor Management

• Review technical submissions, material data sheets, equipment selections and vendor proposals.
• Conduct technical evaluations of suppliers, subcontractors and proposed M&E equipment.
• Ensure that materials and equipment comply with project specifications, marine requirements and approved standards.
• Coordinate procurement schedules and long-lead items with Supply Chain Management.
• Resolve vendor-related technical issues and monitor submission and delivery requirements.

Project Execution and Coordination

• Coordinate M&E works with Operations, Production, Planning, Design & Engineering and site project teams.
• Monitor installation progress, workmanship and compliance with approved drawings.
• Review site modifications, deviations and technical changes before implementation.
• Resolve site constraints and installation problems involving interior and M&E interfaces.
• Monitor technical milestones and highlight risks affecting cost, schedule, quality or project delivery.
• Coordinate with shipyards, clients, consultants and subcontractors during project execution.

Testing, Commissioning and Handover

• Develop and review testing and commissioning requirements for M&E systems.
• Coordinate inspections, functional tests, commissioning activities and client acceptance.
• Ensure that defects, punch-list items and non-conformities are rectified promptly.
• Review testing records, commissioning reports, warranties, operation manuals and as-built drawings.
• Support final project handover and technical close-out.

Quality, Safety and Compliance

• Ensure that M&E works comply with client requirements, classification society rules, statutory regulations and Company procedures.
• Work with QA and HSE teams to maintain quality and safety standards.
• Participate in inspections, audits, risk reviews and technical investigations.
• Ensure safe installation, testing and commissioning practices.
• Implement corrective and preventive actions for technical and quality issues.

Leadership and Stakeholder Management

• Lead, guide and develop the M&E technical team.
• Assign responsibilities and monitor technical deliverables and team performance.
• Build effective relationships with clients, shipyards, consultants, vendors and subcontractors.
• Represent the Company during technical meetings, inspections and project reviews.
• Promote collaboration, accountability and continuous technical improvement.
• Perform other technical duties assigned by management.

Requirements

Education and Certification

• Bachelor’s Degree or Diploma in Mechanical Engineering, Electrical Engineering, Marine Engineering, Building Services Engineering or a related discipline.
• Relevant professional engineering, project management or technical certification would be an advantage.

Experience

• Minimum eight to ten years of relevant M&E engineering experience.
• Minimum three to five years of technical leadership or project management experience.
• Marine, shipbuilding, offshore, ship refurbishment or marine interior fit-out experience is strongly preferred.
• Must have practical knowledge of M&E works associated with marine interiors, including HVAC, ventilation, piping, plumbing, drainage, electrical distribution, lighting, cabling and equipment connections.
• Must understand the coordination of M&E services with ceilings, partitions, furniture, joinery, interior finishes and ship structures.
• Strong experience in M&E design coordination, installation, testing, commissioning and project handover.
• Experience working with shipyards, classification societies, consultants, vendors and subcontractors.
• Good understanding of project costs, procurement, technical risks and schedule management.

Mandatory Candidate Requirement

Candidates must possess relevant knowledge and experience in M&E works related to marine interior fit-out, shipbuilding, ship refurbishment or offshore projects. Candidates with experience limited to general building M&E, without exposure to marine interior coordination and shipboard installation requirements, may not be suitable for this role.
