Job Description - Manager, Procurement, Schemes and Grants

The Manager, Procurement, Schemes & Grants, is responsible for overseeing all procurement activities, vendor management, and scheme/grant administration to ensure cost-effective sourcing, compliance with policies, and efficient utilisation of resources. The role also ensures proper governance of schemes to meet programme and donors’ objectives. He/She collaborates closely with internal and external stakeholders to meet these objectives.

Procurement

  • To manage the central procurement unit for efficient and effective procurement of goods and services and effective management of contracts.
  • To be responsible for developing and reviewing sound procurement policies and procedures, and internal control system to safeguard the SPD’s resources and assets.
  • To manage end-to-end procurement process including request for proposals/quotations, contract negotiation, supplier selection, and contract management. This includes reviewing procurement documents from user departments e.g. Request for Proposal (RFP) documents to ensure compliance with SPD’s procurement policies and procedures.
  • To provide guidance to user departments to develop specifications and advice/training on procurement matters and attend to users’ and suppliers’ queries on procurement matters.
  • To manage database of vendors to assist user departments for efficient and effective purchase of goods and services.
  • To work with Finance Department and users in enhancing the system and streamline workflows on purchases.

Schemes and Grants

  • Supervise and manage the team in administering schemes and grants to the clients with disabilities and/or caregivers.
  • Collaborate with other departments internally and/or external stakeholders to pioneer, review or expand Schemes & Grants.
  • Drive and review the current services and schemes to effectively meet the needs of the clients and Key Performance Indicators (KPIs) developed by the funders or management.
  • Ensure accountability and governance in the administration of the various schemes and grants.
  • Organise the yearly scholarship award ceremonies or other related Schemes & Grants events.
  • Provide regular updates and utilisation and evaluation reports to the funders, Resource Development and Finance department on the impact and utilisation of the funds for the schemes.

You will also perform other duties assigned including driving continuous work improvement initiatives from time to time.

JOB HOLDER REQUIREMENT

  • Degree in Accountancy, Business Administration/Management or Banking and Finance.
  • Experience in procurement management and contract administration
  • High standard of ethical conduct, personal and professional integrity
  • Good interpersonal, collaborative, communication and writing skills
  • Meticulous with attention to details
  • Experience in administrative and events management
  • Knowledge of ERP (Microsoft Business Central) and scheme/grant administration will be an advantage
