Job Summary

As a Digital Business Analyst, you will support the CIO and collaborate with cross-functional teams to deliver user-centric digital solutions aligned with business goals. You will drive product initiatives, facilitate stakeholder engagement, and apply emerging technologies including AI to meet agency and citizen needs.

Responsibilities

• Elicit citizen and business needs by mapping service journeys and develop business cases using rapid prototyping techniques
• Develop detailed user stories, specifications, and acceptance criteria, and build prototypes to validate requirements and measure value delivered
• Evaluate and recommend digital technologies and AI tools through hands-on experimentation, ensuring alignment with GovTech’s technology directions and Whole-of-Government (WOG) solutions
• Identify and adopt suitable development methodologies such as Agile or Waterfall tailored to project environments
• Ensure system readiness for deployment by analyzing the impact of changes on existing systems and processes
• Assist the CIO in identifying opportunities for digital transformation and innovation within the agency
• Define product vision, roadmap, and objectives that align with overall business strategy
• Communicate product strategies effectively and use data analytics to inform decision-making and optimize outcomes
• Facilitate workshops, planning sessions, and stakeholder discussions to drive consensus and progress
• Apply coding skills to iterate on solutions during planning and prototyping phases

Required competencies and certifications

• Degree in a relevant IT field with 4+ years of experience in IT business analysis, solution design, and testing
• Experience completing at least one full software or product development cycle, preferably using Agile methodologies
• Strong analytical skills demonstrated by solving complex problems and influencing stakeholders effectively
• Proven stakeholder management skills with the ability to engage users at all organizational levels and facilitate productive discussions
• Proactive, motivated, and inquisitive mindset to continuously seek improvements and innovations
• Ability to code and conduct workshops to support iterative solution development

Preferred competencies and qualifications

• Business Analysis certification such as CBAP
• Past experience in software development or consulting roles
• Experience with Agile frameworks, Knowledge Management, or Service Design principles
• Exposure to modern web technologies including React, JavaScript, Python, Java, or .NET (C#)
• Familiarity with government development tools and CI/CD concepts, including SHIP/HATS
• Experience using Agile collaboration tools such as Figma, Miro, or JIRA
• Experience facilitating workshops, focus groups, and sprint reviews
• Knowledge of data analytics and product metrics to measure success
• Certifications such as Scrum Master or Product Owner
• Experience with code management and collaboration tools like GitHub or GitLab
• Experience with rapid application development platforms such as OutSystems
• Working knowledge of content management systems such as Sitefinity or SharePoint Online
