DevOps Manager – Telecom BSS/OSS (Application & Delivery Management)

About the Role

We are looking for an experienced DevOps Manager to take end-to-end ownership of Telecom BSS/OSS application portfolio. This role combines application lifecycle management, onsite–offshore delivery leadership, and senior stakeholder engagement. You will be the primary point of contact between business/IT stakeholders and delivery teams, ensuring stability, SLA compliance, and continuous improvement across a multi-vendor telecom ecosystem.

Key Responsibilities

Application & Delivery Management

• Own and manage Telecom BSS/OSS applications across full lifecycle (Run & Change).
• Ensure stability, performance, and continuous improvement of applications.
• Oversee incident, problem, change, and release management in coordination with operations and engineering teams.
• Drive adherence to SLAs, OLAs, and delivery KPIs.

Stakeholder Management

• Act as the primary interface for business and IT stakeholders, including telecom customers, vendors, and internal leadership.
• Translate business requirements into actionable delivery plans.
• Conduct regular governance meetings, steering committees, and executive updates.

Onsite–Offshore Coordination

• Lead and coordinate onsite and offshore teams for development, testing, and support activities.
• Ensure effective communication, workload distribution, and delivery accountability across locations.
• Optimize delivery efficiency through the right mix of onsite and offshore resources.

Demand & Capacity Management

• Track and manage incoming demand across enhancements, new initiatives, and operational changes.
• Perform demand prioritization in alignment with business goals and capacity availability.
• Forecast resource needs and support staffing and ramp-up plans.

Reporting & Governance

• Prepare and present status reports, dashboards, and risk assessments for senior management.
• Track milestones, dependencies, risks, and issues across programs.
• Ensure compliance with internal governance, audit, and security requirements.

Required Skills & Experience

Domain & Technical

• Hands-on experience or strong domain understanding of Telecom BSS/OSS (e.g., CRM, Billing, Charging, Provisioning, Order Management, Inventory, Assurance).
• Good understanding of telecom operations, workflows, and integrations; able to review and mentor teams in a multi-vendor telco ecosystem.
• Experience managing large-scale application portfolios in a Telco or Systems Integrator (SI) environment.

Delivery & Leadership

• Proven experience in application management and service delivery roles.
• Strong people management and leadership skills across distributed teams.
• Experience working with managed services, AMS, or large transformation programs.

Stakeholder & Communication

• Excellent stakeholder management and communication skills.
• Ability to communicate complex topics to non-technical and executive audiences.
• Experience working with global customers and multi-vendor environments.

Process & Tools

• Strong understanding of ITIL / SDLC / Agile delivery models.
• Experience with demand tracking, project management, and reporting tools.
• Exposure to automation, DevOps, or service optimization initiatives is a plus.

Qualifications

• Bachelor's degree in Computer Science, Computer/Electronics Engineering, Information Technology, or a related discipline (preferred); Master's degree also welcome.
• Minimum 12+ years of experience, with telecom domain experience mandatory.
• ITIL, PMP, SAFe, or Agile certifications preferred but not mandatory.
• Prior experience with Tier-1 / Tier-2 telecom operators is an advantage.
