ICT Procurement Specialist - SPVL

We are looking for Procurement Specialist to join one of the government agencies in Singapore!

Responsibilities:
Contract and Project Management

• Provide first-line support for Government agencies’ queries on Government contracts, escalating complex issues to the contract manager.
• Assist the contract manager in project coordination, including timeline management, stakeholder communication, addressing customer and supplier queries related to ongoing ICT tender projects.
• Compile, collate and cleanse reports from various sources (e.g. IT Service Management portal, GeBIZ, forms, spreadsheet, etc) to support informed decision-making and reconciliation of information.
• Provide administrative support for assigned projects such as collating, validating and tracking information from suppliers.
• Manage the annual system polls, respond to agencies’ queries, and analyse the returns submitted by Government agencies.
• Assist in the development and maintenance of procurement documentation, while staying updated on ICT industry trends and Government procurement regulations

Procurement Management

• Support procurement manager in conducting industry engagement and analyse relevant procurement data to make informed procurement decisions.
• Support the procurement manager in procurement stages such as tender documents preparation, evaluation and award.
• Support the procurement manager in identifying potential value creation opportunities and process improvements within the ICT procurement operations

Requirements:

• Minimum 2-3 years of relevant work experience in the ICT industry and/or Government procurement
• Work experience in ICT procurement and contract management practices
• Understanding of ICT market trends and pricing models
• Experience in Government e-procurement systems, tender evaluation and contract negotiation will be advantageous
• Familiarity with Government IM on Procurement will be advantageous
• Experience in contractor dispute resolution and performance management will be advantageous
