Programme Manager (Y)***

Responsibilities

• Produce and maintain multi-year programme plans.
• Translate policy intent into clear programme objectives, outcomes, and delivery roadmaps.
• Strategic advisor to senior management on programme feasibility, risks, and implementation trade-offs.
• Champion programme governance structures (decision forums, escalation pathways, and assurance mechanisms).
• Manage programme scope, timelines, budgets, and dependencies.
• Monitoring programme performance against agreed outcomes, KPIs, and milestones.
• Spot delivery risks early and ensure timely mitigations and corrective actions.
• Lead programme reviews, evaluations, and post-implementation learning.
• Relationships management with internal divisions, statutory boards, government partners, and vendors.
• Coordination across policy, operations, digital, finance, and legal stakeholders for seamless programme delivery.
• Enforce compliance with public service policies, financial rules, and audit requirements.
• Representative in inter-agency platforms and working groups.
• Management of programme budgets, funding models, and resource allocations.
• Assist in submission of budget papers, programme proposals, and management updates.
• Ensure effective use of funds.
• Promote standards, templates, and best practices to strengthen programme management.
• Be a coach and mentor in programme and project management disciplines.
• Champion continuous improvement and adoption of data-driven decision-making.

Requirements

• Minimum 8 years of experience in programme management, policy implementation, or large-scale initiative delivery.
• Track record of managing complex, multi-stakeholder programmes with policy, operational, and/or digital components.
• Strong background in programme and project management frameworks (e.g. outcomes-based management, benefits realisation, risk management).
• Adept in governance, financial oversight, and performance tracking.
• Able to synthesise policy intent into executable programmes.
• Fantastic verbal and written communication skills
• Experience in crafting compelling presentations and papers.
