Project Manager - IT Infrastructure

Role Summary

The Infrastructure Project Manager is responsible for end‑to‑end delivery of a large‑scale, highly critical infrastructure program spanning on‑premises, security, monitoring and ITSM platforms. The role oversees complex, multi‑phase implementation activities from design through implementation, testing, operational readiness and handover, ensuring scope, schedule, budget and quality objectives are consistently met.

Key Responsibilities

• Lead overall project planning and execution across infrastructure domains (compute, storage, network, security stack, Kubernetes platforms, monitoring, ITSM, backup and related tools) for a multi‑phase program.
• Develop and maintain the integrated project plan, including milestones across design, build, configuration, integration, testing and final handover.
• Collaborate with the Project Director to prepare concise, outcome‑focused status reports and presentations for the Project Steering Committee, highlighting key achievements, upcoming milestones, risks and required decisions.
• Drive effective internal stakeholder management across architecture, infrastructure, security, application, operations, and service management teams to align priorities, resolve issues and remove delivery roadblocks.
• Manage external stakeholders including OEMs, implementation partners, vendors and service providers to ensure deliverables, timelines, SLAs and contractual obligations are met.
• Coordinate and facilitate working sessions with multiple SMEs (e.g. network, security, platform, monitoring, ITSM, backup) to identify technical inputs, inter‑dependencies, resource needs and implementation sequencing.
• Use project management tools (e.g. Jira, Confluence, or equivalent) to manage epics, user stories, tasks, RAID logs and to provide real‑time visibility of project progress and dependencies to stakeholders.
• Establish and maintain a structured RAID (Risks, Assumptions, Issues, Dependencies) register; proactively track project risks, perform impact assessment and define/drive mitigation and contingency strategies.
• Oversee change management and release planning in coordination with operations and security teams, ensuring adherence to governance, compliance and audit requirements.
• Ensure proper documentation is produced and maintained (HLD/LLD, implementation runbooks, cutover plans, test plans, configuration baselines, operational handover documents).
• Support budget tracking, forecasting and vendor effort validation in collaboration with the Project Director and PMO.
• Ensure readiness of operations teams through training, knowledge transfer and clear definition of support models, SLAs and escalation paths before handover.

Stakeholder & Communication Focus

• Build strong relationships with internal stakeholders along with the Project Director (CIO/CTO office, infrastructure and security heads, application owners, operations leads) to ensure alignment to strategic objectives and risk appetite.
• Prepare clear, executive‑level updates and dashboards for Steering Committee meetings, focusing on scope, schedule, budget, risks, issues, and decision points.
• Act as the primary coordination point between internal teams and external vendors/OEMs, ensuring expectations, timelines and responsibilities are clearly understood and agreed.
• Facilitate resolution of cross‑team issues and conflicts, escalating promptly to the Project Director or Steering Committee when necessary.

Required Skills and Experience

• 10–15 years of proven experience managing large‑scale, mission‑critical infrastructure projects or programs in complex enterprise environments.
• Demonstrated experience managing projects that span multiple technology domains such as data center infrastructure, network and security, virtualization/hypervisors, Kubernetes or container platforms, security tooling (HSM, PAM, vulnerability management, endpoint protection, DLP), monitoring/observability (e.g. Splunk, AppDynamics) and ITSM platforms (e.g. BMC Helix, OpenText).
• Strong track record in managing a broad stakeholder landscape including internal leadership, cross‑functional technical teams and multiple external vendors and partners.
• Strong ability to develop and oversee detailed project budgets, track actual costs against forecasts, optimize resource allocation, and implement corrective actions as needed to ensure delivery remains within approved financial and resourcing constraints.
• Experienced using modern project management and workflow tools (e.g. Jira, Confluence, MS Project, or equivalent) for planning, tracking, reporting and dependency management.
• Excellent communication, facilitation and presentation skills, with the ability to distil complex technical topics into concise messages for senior stakeholders.
• Strong analytical and problem‑solving skills with a proactive, risk‑aware mindset and the ability to balance timeline, quality, and security/compliance considerations.
• Singaporean only.

Qualifications

• Bachelor’s degree in Information Technology, Computer Science, Engineering or related discipline; Master’s degree is an advantage.
• Professional project management certification is mandatory (e.g. PMP, PRINCE2 Practitioner, or equivalent).
• Additional certifications in Agile/SAFe, ITIL or cloud/infrastructure technologies will be an added advantage.
