Project Manager - NOC

Overview

In this role, you will manage assigned IT projects and selected IT operational activities to ensure adherence to budget, schedule, scope, and compliance requirements. You will be responsible for end-to-end project delivery—from initiation through implementation and operational handover—while also overseeing ongoing infrastructure operations such as security reviews, health checks, change management, and vendor coordination.

Responsibilities:

Project Delivery & Governance

• Ensure all projects are delivered on time, within scope, within budget, and in compliance with organizational and regulatory standards.
• Develop and maintain project scopes, objectives, and detailed project plans, involving all relevant stakeholders and ensuring technical feasibility.
• Gather, analyze, and plan business and technical requirements, aligned with approved standards and enterprise architecture.
• Monitor project progress and performance using appropriate systems, tools, and reporting mechanisms.
• Apply structured change management and verification techniques to manage changes in project scope, schedule, cost, and quality.
• Manage project issues, risks, dependencies, and escalations, ensuring timely resolution.
• Create and maintain comprehensive project documentation, including governance papers, status reports, RAID logs, and handover documents.
• Support project budgeting, cost tracking, and financial reporting, including IT contract, procurement, and payment management.

IT Operations & Infrastructure Oversight

• Oversee and coordinate IT operational activities post-implementation, ensuring smooth transition from project delivery to steady-state operations.
• Conduct and manage infrastructure reviews, including:

- Security posture and compliance reviews

- System and infrastructure health checks

- Capacity, availability, and performance monitoring

• Ensure daily, weekly, and monthly operational reporting for infrastructure, including uptime, incidents, problems, and service performance metrics.
• Support and govern change management processes (Change Requests, impact assessments, approvals, implementation, and post-change reviews).
• Coordinate and support incident and problem management activities in collaboration with operations teams and vendors.
• Ensure compliance with audit, regulatory, and cybersecurity requirements, particularly for infrastructure and security-related environments.

Stakeholder & Vendor Management

• Manage relationships with clients, internal stakeholders, and external vendors to ensure alignment and delivery of outcomes.
• Establish and maintain strong partnerships with third-party vendors and service providers, including review of SLAs, KPIs, and performance.
• Coordinate vendor activities across project delivery and operational support, ensuring accountability and service quality.
• Support vendor onboarding, renewals, contract variations, and compliance with organizational policies.

Requirements:

• 5–10 years of experience in IT with exposure to both project delivery and IT operations.
• Strong experience managing projects in the Public Sector / Whole-of-Government (WOG) environment.
• Proven experience across full project & operational lifecycle, from project initiation through implementation and operational handover and Operation & Support.
• Experience managing infrastructure-related projects, including:

- Security and compliance reviews

- Audit and regulatory requirements

- Exposure to cybersecurity solutions and controls

• Solid understanding of IT service management and operational processes, including:

- Infrastructure health checks and monitoring

- Daily operational reporting

- Change management and incident coordination

- Service Level management

• Strong experience working with internal teams, external customers and vendors, including multi-vendor environments.
• Excellent communication, stakeholder management, and documentation skills.
• Ability to manage project & operation concurrently while supporting ongoing operational responsibilities.
• Strong organizational, analytical, and problem-solving skills.
• Singaporean only.
