Senior COTS Engineer (GIS - ESRI)

Job Description

We are looking for an experienced Senior COTS Engineer (GIS - ESRI) to join our development team. You will be responsible for designing, developing, and maintaining enterprise GIS solutions using ESRI technologies, FME, and spatial databases. This role requires strong technical expertise in geospatial technologies, application development, spatial data integration, and enterprise GIS architecture.

You will work closely with cross-functional teams to deliver scalable GIS applications, spatial services, and automated data transformation workflows while supporting enterprise geospatial initiatives.

Key Responsibilities

• Design, develop and customize enterprise GIS applications using ESRI ArcGIS Enterprise.
• Develop and maintain geospatial services and REST APIs.
• Design and implement FME Desktop and FME Server workflows for spatial ETL and data integration.
• Develop spatial analysis tools and GIS automation solutions.
• Optimize GIS applications, spatial queries and overall system performance.
• Integrate multiple spatial data sources across enterprise platforms.
• Develop Python scripts for GIS automation and data processing.
• Build and maintain applications using ArcGIS API for JavaScript.
• Perform code reviews and ensure adherence to development standards.
• Participate in technical architecture discussions and solution design.
• Troubleshoot complex GIS and spatial data issues.
• Prepare technical documentation and maintain system documentation.
• Collaborate with project teams, business users and technical stakeholders.
• Provide technical guidance and support for GIS development initiatives.

Requirements

• Bachelor's Degree in Computer Science, Information Technology, Geographic Information Systems, Geomatics, Engineering or a related discipline.
• Minimum 8 years of experience in GIS software development.
• Strong hands-on experience with ESRI ArcGIS Enterprise technologies including:ArcGIS ServerArcGIS PortalArcGIS Enterprise SDKArcGIS Pro
• Strong experience with FME Desktop and FME Server.
• Experience developing and consuming REST APIs.
• Experience with ArcGIS API for JavaScript.
• Good knowledge of Python scripting for GIS automation.
• Strong understanding of spatial databases such as Oracle Spatial or PostGIS.
• Experience with relational databases including Oracle, MySQL or Microsoft SQL Server.
• Familiarity with web mapping standards and OGC specifications.
• Experience with SOAP and REST web services.
• Experience using GitLab or equivalent version control systems.
• Experience working in Agile software development environments.
• Strong analytical, troubleshooting and problem-solving skills.
• Good communication and stakeholder management skills.

Preferred Qualifications

• Experience delivering GIS solutions for Singapore Government projects.
• Knowledge of Singapore Government Technology Stack (SGTS).
• Experience integrating with OneMap APIs.
• Understanding of government security policies relating to spatial data.
• Exposure to cloud-based GIS platforms.
• Experience with spatial big data processing.
• ESRI Technical Certifications.
• Experience with 3D GIS applications.
