Senior Digital Business Analyst

Role Overview

We are seeking an experienced Senior Digital Business Analyst to support digital transformation initiatives within a Government Agency. This role will work closely with business stakeholders, project teams, solution architects, vendors, and technical consultants to deliver user-centric digital solutions that improve business operations and citizen services.

Responsibilities

• Gather, analyse, and translate business needs into clear requirements, user stories, functional specifications, and acceptance criteria.
• Facilitate discovery sessions, stakeholder workshops, and requirement discussions using human-centric and visual methods.
• Apply Design Thinking / Service Design approaches to identify business gaps, pain points, and future-state solutions.
• Work closely with project managers, solution architects, developers, vendors, and business users to ensure smooth project delivery.
• Support Agile / product-centric delivery, including backlog refinement, requirement clarification, testing, deployment, and adoption.
• Evaluate and recommend suitable digital and technology solutions aligned with business needs.
• Identify project risks, issues, dependencies, and change impacts, and recommend mitigation actions.
• Ensure product readiness for smooth deployment, adoption, operations, and post-implementation support.
• Manage stakeholder and vendor relationships to ensure timely and quality delivery of ICT solutions and services.
• Ensure solutions and delivery processes comply with IT management, quality, and security guidelines.

Requirements

• Diploma or Degree in Computer Science, Information Technology, Computer Engineering, Electronics Engineering, or related disciplines.
• Minimum 5 years of relevant experience in business analysis, digital transformation, system implementation, or product delivery.
• Hands-on experience working in Agile / product-centric project environments.
• Strong analytical, facilitation, stakeholder management, and problem-solving skills.
• Good understanding of digital solutions, system implementation, and business process improvement.
• Working knowledge of AI tools and concepts will be advantageous.
• Experience in project management or product management will be an added advantage.
• Excellent communication, presentation, and negotiation skills.
• Proactive, resourceful, and comfortable managing multiple priorities in a fast-paced environment.
