Senior ICT Project Manager (Government Digital Services)

We are looking for an experienced IT Project Manager to lead the delivery, operations, and enhancement of mission-critical digital platforms supporting large-scale public digital services in Singapore.

This role offers the opportunity to manage enterprise-scale applications, cloud infrastructure, vendor delivery, and digital transformation initiatives while working with multiple stakeholders in a highly secure and fast-paced environment.

This is an excellent opportunity for project managers with experience in Government projects, cloud platforms, digital services, infrastructure, payment systems, or enterprise applications.

Key Responsibilities

As an IT Project Manager, you will be responsible for:

• Manage end-to-end delivery of IT projects for enterprise digital platforms.
• Oversee daily operations of critical business applications and internet-facing systems.
• Lead project planning, scheduling, budgeting, resource allocation and delivery.
• Coordinate vendors to ensure timely and quality implementation of enhancements and change requests.
• Monitor project scope, risks, issues, dependencies and mitigation plans.
• Prepare project governance reports, dashboards and management updates.
• Drive stakeholder engagement across business users, technical teams and external vendors.
• Coordinate User Acceptance Testing (UAT), production deployment and release activities.
• Ensure compliance with security, audit and governance requirements.
• Support cloud infrastructure planning and operational activities.
• Manage project financials, procurement activities and contract administration.
• Ensure service availability, performance and business continuity.
• Support digital transformation and continuous improvement initiatives.
• Follow Agile, Waterfall or Hybrid project delivery methodologies.

Requirements

Mandatory Skills

• Minimum 5 years of IT Project Management experience
• Experience delivering enterprise IT application projects
• Strong stakeholder and vendor management experience
• Experience managing project schedules, budgets and resources
• Strong understanding of SDLC
• Experience in Agile and Waterfall methodologies
• Risk, issue and change management experience
• Experience coordinating UAT and production deployment
• Excellent communication and presentation skills

• PMP
• CITPM
• Scrum Master
• PRINCE2
• Agile Certification
