This pivotal role seeks a versatile professional to partner with internal and external stakeholders to deliver projects/products to achieve a common goal of shaping assessment through technology; by bridging assessment tech innovation, robust business operations, and complex government domains and driving operational excellence.
Key Responsibilities
As a Digital Business Analyst, you will work as a key project team member to support the agency and collaborate with stakeholders, fellow project managers, solution architects, technical services consultants and vendors to deliver and manage digital solutions.
What will you be working on
Partner with the business teams to elicit business and agency’s needs through human-centric and visual methods such as interviews, workshops, process modelling, journey mapping, and data analysis.
Apply design thinking / service design methodology and tools to identify current state gaps and challenges, and develop future state design and solutions
Evaluate and recommend suitable technology while aligning with company's technology directions (such as cloud-based, enterprise architecture and modernization of legacy systems, adoption of SG tech stack)
Work with business teams to develop user stories, functional/technical specifications and acceptance criteria
Ensure product/system readiness for smooth deployment, adoption and exam operations
Analyse impact of requested changes and propose improvements to continuously address changing business needs, and work with support team to understand and address technical problems (operations management)
Assist the business team to identify new opportunities and problems to solve for the agency’s digital transformation
Build deep knowledge of agency’s business and operations and identify opportunities to support the transformation of agency’s business / operation
Minimum 5-7 years in technical business analysis roles
Strong knowledge of software development lifecycle and DevOps
Core Technical Competencies:
Good understanding of cloud-based applications and familiar with AWS (S3, RDS, CloudWatch, EKS, etc.)
Experience with monitoring tools (ELK stack, Splunk, or similar) for log analysis
Business Analysis with Technical Depth:
Technical Requirements Translation: Ability to bridge business requirements with technical implementation
Vendor Management & Technical Oversight: Experience in evaluating technical deliverables, conducting code walkthroughs, and enforcing development standards
System Integration Analysis: Understanding of API integrations, data flows, and system architecture
Support the definition and management of non-functional requirements (e.g. performance, security, scalability, resilience, DR) throughout the solution lifecycle
Support performance, stress and scalability testing for enterprise systems.
Support security assessments, penetration testing and vulnerability remediation.
Operations Support:
Support UAT, track defect rates, and conduct system training
Support high-stakes national examination operations by coordinating technical teams, vendors and stakeholders to minimise operational risks and rapidly resolve incidents
Lead root cause analysis and continuous improvement for production incidents.
Other skills:
Strong portfolio that demonstrates proven, hands-on experience working in Agile approach on Product-centric teams
Strong analytical, conceptualisation, facilitation and problem-solving skills
Good stakeholder engagement and communication skills with ability to influence and pitch ideas
Good to Have:
Code Review & Quality Assurance: Proficiency in reviewing vendor-delivered code across multiple programming languages with focus on security, performance, and maintainability standards
Proficiency in code review tools (GitHub, GitLab, Bitbucket) and quality gates
System Log Analysis: Expertise in analysing application logs, system performance metrics, and troubleshooting technical issues using log management tools
