Role Overview

We are seeking an experienced and hands-on Technical Delivery Lead to lead the successful technical delivery of enterprise software and Industrial IoT projects.

The successful candidate will be responsible for managing the end-to-end technical delivery lifecycle, including solution architecture, project execution, engineering governance, stakeholder reporting, and delivery quality.

Working closely with the Programme Director and Business Analyst in Singapore, the Technical Delivery Lead will lead and manage the Offshore Development Centre (ODC), ensuring projects are delivered on time, within scope, and in accordance with technical and quality standards.

This role requires someone who can effectively balance technical leadership with project execution, acting as the primary technical owner responsible for transforming business requirements into scalable, secure, and production-ready software solutions.

Key Responsibilities

Technical Leadership

• Lead solution architecture and technical design for enterprise software and Industrial IoT solutions.
• Define application architecture, system integration approaches, technology stack, and deployment strategy.
• Review and approve technical designs across backend, frontend, cloud, APIs, databases, and integrations.
• Ensure solutions are scalable, maintainable, secure, and aligned with business objectives.
• Provide technical leadership and architectural guidance throughout the project lifecycle.

Project Delivery Management

• Own the technical delivery of assigned projects from project initiation through production deployment.
• Develop and maintain technical delivery plans, milestones, and implementation schedules.
• Track project progress against agreed timelines and deliverables.
• Identify delivery risks, technical dependencies, and project issues, and proactively drive mitigation plans.
• Coordinate sprint planning, backlog prioritization, and engineering deliverables with the Offshore Development Centre.
• Ensure project documentation remains current throughout the delivery lifecycle.

Project Reporting & Stakeholder Management

• Prepare weekly and monthly project status reports for management and customers.
• Track project KPIs, delivery progress, resource utilisation, and milestone completion.
• Conduct regular project review meetings with internal stakeholders and offshore teams.
• Communicate technical risks, project status, change requests, and mitigation plans to Programme Director and business stakeholders.
• Support Steering Committee meetings through preparation of technical updates, project dashboards, and progress reports.

Offshore Development Centre Leadership

• Lead and manage the Offshore Development Centre (ODC).
• Provide technical leadership, mentoring, and day-to-day guidance to software developers.
• Ensure engineering resources are effectively allocated across projects.
• Drive engineering best practices, technical governance, and continuous improvement.
• Support recruitment, technical interviews, onboarding, and capability development of offshore engineers.
• Foster a high-performance engineering culture focused on ownership, collaboration, and quality.

Engineering & Code Governance

• Establish engineering standards, coding guidelines, and development best practices.
• Review source code, system designs, and technical documentation.
• Govern Git workflows, code branching, pull request reviews, and release management.
• Ensure proper documentation, maintainability, and long-term supportability of software solutions.
• Support DevOps, CI/CD, and deployment governance.

Quality Assurance & Release Management

• Define project quality objectives and release readiness criteria.
• Review testing strategies, integration testing, system testing, and User Acceptance Testing (UAT) plans.
• Coordinate defect management, bug prioritisation, and release planning.
• Ensure production deployments are stable, secure, and fully validated before Go-Live.
• Support production stabilisation and post-implementation technical reviews.

Requirements

• Degree in Computer Science, Software Engineering, Information Technology, or related discipline.
• Minimum 7 years of software engineering experience.
• Minimum 3 years leading software engineering teams or technical project delivery.
• Strong experience in enterprise software architecture and system integration.
• Proven experience managing software development projects using Agile or Scrum methodologies.
• Experience managing offshore or distributed software engineering teams.
• Strong project planning, progress tracking, and stakeholder reporting skills.
• Experience with project management tools such as Jira, Azure DevOps, or equivalent.
• Excellent communication, leadership, and stakeholder management abilities.

Reporting Structure

The Technical Delivery Lead reports directly to the Company Director who is also the Lead Solution Architect and works closely with the Business Analyst while providing overall technical leadership and delivery governance for the Offshore Development Centre.
