Manager, HR Operations Transformation Lead - 12 Months Contract - Up To SGD11k - Part-Time

Are you an experienced HR project leader who excels at driving large-scale organizational change? We are seeking an HR Operations Transformation Lead to manage the end-to-end execution of a major Scheme of Transfer. You will bridge project strategy and operational execution—ensuring seamless employee migrations, robust data controls, and smooth stakeholder alignment across a 1,000+ headcount scope.

Key Responsibilities

• Project Delivery: Own the HR workstream plan, milestones, RAID log, and governance routines for the transfer.
• HR Operations Execution: Lead end-to-end operational activities, including data validation, contract generation, system updates, and query resolution via SLAs.
• Cross-Functional Collaboration: Partner with offshore delivery teams, Payroll, HRIT, Compliance/Licensing, and local HRBPs.
• Data & Reconciliation: Lead headcount reconciliations across systems; deliver executive dashboards on progress, trends, and risk indicators.
• Controls & Compliance: Ensure full alignment with Singapore employment practices, data privacy standards, and strict audit requirements.

What We Are Looking For

• Education: Bachelor’s Degree in HR, Business, Operations, or a related field.
• HR Ops & Project Experience: Proven 5+ years background in HR service delivery, combined with a strong track record of managing complex people transitions (e.g., transfers, integrations, restructures).
• Large-Scale Exposure: Experience supporting large-scale employee movements (1,000+ headcount scale preferred).
• Local Market Knowledge: Strong familiarity with the Singapore employment landscape, documentation standards, and payroll/benefit impacts.
• Data & Tech Aptitude: Excellent Excel/PowerPoint skills; exposure to enterprise systems like SuccessFactors or ServiceNow.
• Control Mindset: Meticulous attention to detail regarding audit trails, documentation, and risk mitigation.

Preferred Qualifications

• Project Management Certification (PMP, PRINCE2, or Agile).
