Job Description - Regional Head, Service Management Division - Part-Time

KidSTART Singapore Ltd. (KSL) was incorporated as a Company Limited by Guarantee (CLG) under the Ministry of Social and Family Development (MSF) in Sep 2020 to implement the KidSTART programme nationwide. The KidSTART programme provides upstream support to low-income families in the areas of child development and health, parent-child engagement skills and works with partners to address the social support needs of families.

Description of Division/Branch

The Regional Head will be part of the Service Management Division, and oversee a team comprising of KidSTART Practitioners (KSPs) to ensure the implementation of KidSTART in the region, as well as regional Service Managers to oversee KidSTART Agencies (KSAs) operating in the region.

The role of the Regional Head includes having oversight over a cross regional function, e.g. the development, refinement and tracking of service standards, the conceptualisation and implementation of an engagement framework with partners, tracking and monitoring of funding agreement deliverables or innovative and transformation efforts to improve service delivery efficiencies. Besides this cross regional function, the Regional Head will also be responsible for ensuring the effective delivery of KidSTART by KSPs in the respective region and meet the Key Performance Indicators (KPIs) and expected deliverables. This involves engaging and networking with partners in the region which could include SSOs, FSCs, community-based agencies, preschools and support wider efforts to mobilise the broader community to create collaborative and sustained partnerships that address systemic issues faced by KidSTART families.

Key Roles and Responsibilities

1) Service Management

• Carry out regular contract management, programme monitoring and audits of KSAs and hospitals

• Drive completion of programme deliverables within agreed cost, timeline & allocated resources.

• Manage critical incidents and feedback from KSAs, partners, clients and members of public.

• Address performance issues with funded agencies and oversee action plans by agencies to address concerns

• Track and measure progress of programmes against set plans and timelines and escalate issues of concern that impact implementation.

2) Programme Delivery

• Supervise a team of Lead Practitioners and KSPs to deliver KidSTART as per the service model and meet required deliverables and KPIs

• Plan and organise manpower resources involved in the delivery of KidSTART, for effective and efficient completion.

• Monitor progress and achievement of deliverables and address service delivery gaps and concerns

• Carry out regular engagement sessions with partners to share benefits of KidSTART and encourage referrals of eligible families.

3) Regional Partnerships

• Partner KidSTART KSAs, preschools and community-based agencies (e.g. FSCs and SSOs) within the region to ensure timely and effective delivery of KidSTART programmes in an integrated and coordinated manner. This may include the following:

  • Develop an engagement plan to collaborate with partners in the social service eco-system at the regional level.
  • Set up engagement platforms with community stakeholders e.g. preschools, social service agencies, health and education to raise awareness of KidSTART, address gaps in service delivery and strengthen the coordination of support to families.
  • Lead and oversee multi-sector engagement platforms to develop a shared vision and implement a collective plan of action to achieve positive child development, child-health and parent-child outcomes.
  • Develop operational protocols with partner agencies serving low-income families to deliver services in an effective and timely manner.

Competencies required:

• Knowledge of social service delivery and ability to engage stakeholders across different levels and sectors

• Strong leadership and supervisory skills

• Strong sense of purpose to help low-income families and passionate about forging partnerships across diverse stakeholders to achieve collective impact.

• Strong interpersonal, facilitation and communication skills, and have demonstrated ability to influence and build trust with stakeholders.

• Familiarity with systems thinking, community development approaches or the early childhood sector is an advantage.

• At least 5 years of supervisory and staff management experience

• At least 8 years of relevant working experience in the social service, early childhood, non-profit or community sectors.

• Adaptable to change and able to work well in a fast-paced and dynamic environment.

• Displays initiative and has strong planning and problem-solving skills.

• Effective and collaborative team-player.

• Ability to work in a fast paced environment and comfortable with change.
