Job Description - SHE Coordinator (Contract Jurong Island Oil/Petrochemicals) - Part-Time

About our client: Our client is the world's leading company in the oil and gas industry.

About the role: The SHE (Health, Safety, and Environmental) Coordinator is responsible for supporting the terminal in achieving the approved SHE plans and targets during the execution of the project.

  • Responsible for providing SHE surveillance to ensure legal and corporate compliance on Workplace Safety and Health, Process Safety, and Environmental Protection at the terminal. This role reports to the Asst. SHE Manager (projects) and/or Terminal SHE Manager.
  • Support the achievement of the project’s SHE plans and targets through the conduct of workplace inspections and monitoring.
  • Support the project’s SHE initiatives and continuous improvements.
  • Support the project’s SHE internal training obligations for contracted workers.
  • Daily inspect the terminal including the OSBL area for hazards, unsafe acts/conditions/Near-miss Conditions including at the off-site fabrication yard, and take the necessary steps to address the situation and/or report it for further action. And update in Enablon on a regular basis.
  • Monitor the contractor's performance, on site, and contribute to the terminal’s periodic contractor evaluations.
  • Support the implementation of project SHE action plans prior to Contractor site mobilization.
  • Ensure that the contractors comply fully with the Project SHE plan
  • Support the daily review of the Permit-to-Work, Last Minute Risk Assessment, and Job Safety Analysis/Risk Assessment.
  • Supervise contractors on site and ensure works are executed safely and in full compliance with the method statement and risk assessment.
  • Conduct safety inductions for contractors and training for Approved Permit Applicant (APA)
  • Support the project’s preparation for emergencies, through the coordination of emergency response drills, and monitoring of the closure of improvements required.
  • Support the project’s governance of Environmental Protection and Occupational Health programs.
  • Support the safety culture programs during the project.
  • Conduct monthly VASME Construction Audit with Checklist, update in Enablon, and safety review with Contractor’s Management.
  • Report monthly SHE KPI of Contractors.
  • Lead incident investigation, report in Enablon and follow up to close out report.
  • Organize Safety Campaign/Promotion half-yearly.
  • Support the implementation of continual improvements in project safety management and achieve a proactive safety culture.
  • Engage contractors for their continual improvement in SHE performance.
  • Support the training and safety culture programs for contracted workers.

About you:

  • At least 3 years of experience in SHEQ program administration. This requirement may be waived for candidates otherwise suitably qualified/ experienced. (4 – 6 years for senior)
  • A Diploma in engineering science, health and safety, or related disciplines is preferred.
  • Experience in the Oil and Gas / Chemical Process Industries.
  • Completed WSH Level B.
  • Demonstrate exemplary SHE behavior and motivate others to follow.
  • Understand and advise VTS SHE requirements to employees and contractors, including better ways for safe execution without compromising the schedule of work progress.
  • Work as an effective team member in the SHE department.
  • Engage and influence employees/contractors to achieve SHE objectives.
  • Focus on project SHE goals and prioritizes tasks.
  • Able to complete tasks based within the agreed timeframe.

Other:

  • Work location: Jurong Island (transport provided at Jurong East)
  • Work hours: Monday to Friday (8.30am to 5.30pm), Saturday (8.30am to 12pm)
