Overview of Career Conversion Program (CCP)

Administered by the Workforce Advancement Federation (WAF), the Career Conversion Program (CCP) for Biomedical Manufacturing Executives/Professional (Attach-And-Train) is a premier talent development initiative designed to cultivate the next generation of skilled professionals for Singapore’s Biomedical manufacturing industry. This comprehensive 15-month program features structured on-the-job training (OJT) provided at Novartis Singapore Pharmaceutical Manufacturing Pte Ltd (NSPM), facilitating the practical application of acquired knowledge and ensuring participants develop the essential competencies required for their roles.

Eligibility for CCP:

• Singapore Citizen or Permanent Resident, age 21 and above;
• Mid-Career Individual: Have graduated and/or completed National Service for at least 2 years4 at the point of application; OR
• Fresh Graduate: Have graduated and/or completed National Service for less than 2 years at the point of application;
• Should not be shareholders, ex-employees of Novartis, or be related to shareholders of Novartis.

The successful candidate must be able to commence the program by 1 October 2026.

Job Summary

The Tactical Planner develops and manages master production schedules and resource plans to optimize production efficiency and supply chain performance within the biomedical manufacturing sector.

Responsibilities

• Develop and maintain master production schedules for months 3/4 to 24, including production volumes based on demand forecasts
• Conduct rough-cut capacity analysis and allocate resources to balance operational costs and inventory levels
• Plan capacity and resources for the entire production unit using demonstrated capabilities or validated assumptions
• Govern factors affecting production volumes such as material availability and maintenance activities within the tactical horizon
• Align Master Production Schedule (MPS) with the approved Sales & Operations Planning (S&OP) production plan
• Coordinate and implement action plans to resolve resource constraints impacting production
• Optimize local planning processes including lead times, product segmentation, and production frequencies to enhance production efficiency
• Ensure appropriate SKU inventory levels at subsequent supply chain points, including compliance with regulatory requirements
• Manage planning parameters in the ERP system, such as campaign size and product segmentation
• Confirm supply orders and firmed production orders at the start of the time fence
• Lead initiatives to meet supply performance targets and drive continuous improvement efforts
• Promote and increase vendor managed inventory to improve supply chain responsiveness
• Manage supply key performance indicator (KPI) reporting and conduct detailed analysis
• Facilitate Supply Review Meetings and actively support the end-to-end S&OP process

Required competencies and certifications

• Degree qualification with a minimum of 2 years of relevant working experience
• Eligibility to participate in the Career Conversion Program (CCP) as per program guidelines (e.g., new entrants to biopharmaceutical industry without existing bond obligations)

Preferred competencies and qualifications

• Working knowledge of SAP or equivalent enterprise resource planning system
