Job Description - Construction Manager - Part-Time

For an upcoming drilling rig construction and reactivation project in Singapore, Peak Ocean is assembling an owner-side PMT. We are seeking a highly experienced Construction Manager to serve as a Client Representative in this role.

The Role: Construction Team Leadership

As the Construction Manager, you will act strictly in the client's interest, leading the full inspection team —Mechanical, Electrical, Instrument, Structural/Welding, Piping, Hydraulics, Outfitting & Architecture, Coating, and NDT inspectors, together with the HSE Supervisors — within the PMT. Your mission is to ensure

the shipyard's fabrication, installation, and testing work is executed safely, to specification, and delivered on schedule and within budget. You will report to the Project Director and work closely with the Engineering Manager and Asset Readiness Lead to keep construction progress aligned with engineering intent and readiness targets.

1. Construction Team Leadership & Yard Interface

  • Lead and manage the full inspection team across mechanical, electrical, instrument, structural/welding, piping, hydraulics, outfitting, coating, and NDT disciplines, plus the HSE Supervisor function.
  • Manage the daily interface with shipyard construction management, subcontractors, and trade supervisors.
  • Oversee construction sequencing, work-front availability, and yard space/logistics planning.
  • Enforce contractor adherence to approved construction methodologies and Risk Assessments / Method Statements (RAMS).

2. Schedule, Quality & Safety Oversight

  • Hold overall accountability for the construction/reactivation scope being delivered on time and within budget, proactively identifying schedule slippage or cost pressure and driving corrective action.
  • Enforce QA/QC hold points, inspection gate closures, and punch-list management across all inspection disciplines.
  • Uphold a zero-incident safety culture across all construction fronts, ensuring compliance with the Workplace Safety and Health (WSH) Act and MOM regulations.
  • Escalate significant quality, safety, or schedule risks to the Project Director with clear recovery recommendations.

3. Commissioning Readiness & Handover Support

  • Coordinate the transition from construction to commissioning, ensuring Mechanical Completion (MC) certificates are properly closed out.
  • Support Factory Acceptance Testing (FAT) and pre-commissioning activities for major systems.
  • Work with the Asset Readiness Lead to ensure construction-related punch items, inspection records, and readiness documentation are complete ahead of handover.

Requirements & Qualifications

  • Bachelor's degree in Mechanical, Marine, Civil, or Structural Engineering, or a related technical discipline.
  • Minimum 12–15 years of construction management experience in offshore/marine fabrication, with at least 5 years in major Singapore shipyards.
  • Direct experience delivering jack-up rig newbuild, reactivation, or major conversion projects.
  • Strong command of construction sequencing, lifting/rigging planning, and shipyard safety regulations.
  • Proficiency with Primavera P6 for construction schedule interface.
  • Exceptional leadership and cross-functional coordination skills across a large, multidisciplinary inspection team.
