About TechX Ventures (TXV)

TechX Ventures (TXV) is HTX'sstrategic vehicle for advancing Singapore's leadership in the Public Safety andSecurity (PSS) domain. By integrating global convening platforms with Hatch'sinnovation incubation capabilities, TXV acts as a catalyst for ecosystemdevelopment, strengthening both Singapore's security capabilities and itsinternational standing in Science and Technology for PSS. As TXV grows into aglobal player, business operations will serve as the foundation enablinginnovation incubation, large-scale event delivery, strategic partnerships, andcommercial scaling.

About the Role

We are looking for a seasonedprofessional to support the organisation’s contracting and procurementactivities, with a strong emphasis on contract drafting, review, and contractmanagement. This role plays a critical part in ensuring strong governance, compliance,and risk management when engaging vendors, partners, and service providers,particularly in a public-sector-linked environment.

The ideal candidate brings manyyears of hands-on contract drafting experience, is highly meticulous, and iscomfortable working independently in a lean organisation. Procurementexperience is required, but the primary focus of the role is on end-to-end contractingand agreement management.

Key Responsibilities

Contracting

• Draft, review, negotiate, andadminister a wide range of contracts, including service agreements, consultancycontracts, event-related contracts, NDAs, MOUs, and partnership orcollaboration agreements.
• Lead the full contract lifecycle, from initial drafting and internalconsultation through execution, variations, renewals, and contract close-out.
• Provide clear contract advisory support to internal stakeholders, ensuringcontractual terms are well understood and aligned with organisational andgovernance requirements.
• Identify contractual, legal, and commercial risks, and propose appropriatemitigations to protect the organisation’s interests.
• Ensure all contracts comply with public-sector or government-linkedgovernance standards, internal policies, and applicable regulatoryrequirements.
• Maintain proper contract documentation, trackers, and records to ensure auditreadiness and good governance.
• Support internal reviews, audits, or management queries relating to contractsand agreements.
• Assist in developing, reviewing, and maintaining standard contract templatesto improve consistency and efficiency across the organisation.
• Liaise with vendors, partners, and (where applicable) government counterpartson contract-related matters.

Procurement

• Support procurement activitiesin accordance with organisational policies and public-sector procurementpractices.
• Prepare procurement documentation such as RFQs, ITQs, evaluation summaries,and approval papers.
• Source quotations, conduct vendor comparisons, and support vendor selectionprocesses.
• Coordinate with internal stakeholders to ensure procurement requirements areclearly defined and timelines are met.
• Ensure proper documentation and record-keeping for procurement activities tomeet governance and audit requirements.
• Support the management of vendor relationships from a contracting andprocurement perspective.
• Assist with any other related procurement or contracting matters as required.

Required Qualifications

• Many years of proven, hands-onexperience in contract drafting, review, and contract management, preferably inthe Singapore Government, Statutory Board, or government-linked entity.
• Strong working knowledge of public-sector contracting standards, governancerequirements, and risk management practices.
• Solid experience in procurement processes, vendor management, and sourcing,ideally within a public-sector or quasi-government environment.
• Demonstrated ability to draft complex contracts with minimal supervision andstrong attention to detail.
• Excellent analytical and judgement skills, with the ability to balance risk,compliance, and business needs.
• Strong communication and stakeholder management skills, including the abilityto explain contractual terms clearly to non-legal colleagues.
• Proficient in MS Word and document management practices.
• Able to work independently, manage multiple agreements concurrently, andprioritise work effectively.
