About IHRP and Professional Practices & Community

The Institute for Human Resources Professionals (IHRP) was established to professionalize and strengthen HR practice in Singapore. IHRP sets the benchmark standards of excellence for HR and human capital development in organizations. Through a range of national human capital programmes such as the IHRP Certification, Job Redesign Center of Excellence, Human Capital Diagnostics Tool, and IHRP Knowledge Partner Programme, IHRP aims to develop HR as a strategic enabler of business and workforce transformation and foster a vibrant HR services eco-system to drive innovation and change.

The Professional Practices & Community (PP&C) team, which you will be a part of, defines the standards of professional ethics, mindsets, and competencies in HR professionals at various levels and promotes progressive and inclusive practices that inspire public trust and confidence in the HR profession.

The following are the key areas in scope for the PP&C team:

  • BoC, JR & JE, and HCDT: Develop and maintain frameworks for the Body of Competencies (BoC), Job Redesign (JR) & Job Evaluation (JE), and the Human Capital Diagnostic Tool (HCDT)
  • Continuing Professional Development (CPD): Develop and maintain Continuing Professional Development (CPD) framework, Human Capital (HC) playbooks/tools/platforms, content, and programming to uplift HR capabilities
  • Community Engagement: Establish a close-knit community to reinforce a sense of belonging for the HR community and develop advocacy strategies to enhance HR’s standing in the industry
  • International Partnerships: Establish and maintain partnerships with international HR professional bodies (e.g. CIPD UK, AHRI Australia, and SHRM US), enabling IHRP’s standing as an internationally recognized authority of HR
  • Content & Thought Leadership: Develop IHRP branded content and undertake/partner on research studies to develop HR thought leadership publications

Services

You will support the Head of Professional Practices & Community (PP&C) to set up the new Job Redesign Centre of Excellence (JR COE). The JR-COE seeks to grow JR expertise locally and to equip enterprises with job redesign capabilities to further spur industry/business transformation efforts.

Your job scope would entail:

Set up and oversight of JR COE

  • Spearhead efforts to operationalize a new center of expertise focused on promoting job redesign and job evaluation national efforts
  • Lead the conceptualization and drive relevant initiatives with key stakeholders (including partners and intermediaries), to support enterprises with their job redesign efforts
  • Provide strategic and operational support for the new centre, including planning the JR COE launch event
  • Evaluate internal processes and work streams to enable the centre to better support companies’ transformation efforts

JR Thought Leadership

  • Analyze key perspectives from various thought leaders, and assess suitable interventions to advance the JR efforts of sectoral enterprises
  • Bring together relevant stakeholders to develop ready-to-go sectoral JR playbooks and case studies to help enterprises transform
  • Develop a simplified JE tool, including developing an open-access framework & infrastructure to assess JR projects
  • Set up a panel of industry-recognized JR experts and practitioners, and collaborate to further promote thought leadership in JR and JE

Capability Development

  • Establish and deepen networks with industry partners and sectoral agencies/trade associations to develop sector-relevant JR programs (e.g. capability development workshops to promote awareness and adoption of JR interventions)

Advocacy & Action

  • Collaborate with key partners (i.e. public agencies, trade associations & chambers, etc.) to launch robust broad-based and sector-relevant toolkits and activities to drive greater awareness and adoption of JR
  • Drive the adoption of JR best practices by companies in their respective industries (e.g. through the use of case studies and outreach mechanisms)
  • Support sectoral interventions to deliver targeted advisory services to help progressive companies transform

Requirements

Education and experience:

  • Tertiary qualifications and preferably with a minimum of 8 years of equivalent experience in a relevant field (e.g. Consulting, Business, Human resources)
  • At least 3 years of experience in a senior leadership role (i.e. experience with managing a team, as well as managing senior-level stakeholders)
  • Experience in Organization Design and Job Redesign projects

  • Strong problem-solving and creative skills and the ability to exercise sound judgment and make decisions considering existing conditions and constraints
  • A strong project manager, a service-orientated and systematic thinker with the ability to manage complex projects and lead impactful efforts involving multiple stakeholders
  • Strong verbal and written communication skills, and ability to present with confidence and poise to a senior-level audience, as well as internal and external stakeholders
  • High level of integrity and dependability with a strong sense of urgency and results orientation
