Job Description - Marine Superintendent - Part-Time

KEY OBJECTIVES & RESPONSIBILITIES

The Marine Superintendent shall be responsible for:

  • The safe navigation, maintenance, marine and cargo operations, and supervision of marine personnel on-board the Facility at all times including dry-docking.
  • All offtake operations including the berthing and disconnection of the offtake tanker, cargo transfer and documentation.
  • Ensuring that the requirements and procedures in the Safety Assurance Management System (SAMS) are implemented and maintained.
  • Managing the human resources available to the marine group so as to maintain a flexible and efficient work culture.
  • Fulfilling the risk management requirements by ensuring all risks in the marine operations are identified and procedures are established and implemented.
  • Assist the OIM, in conjunction with other department heads, in the management of the Facility budget, preparation of accounts and financial reports, control costs and authorizes expenditures
  • Administration and supervision of the Marine department.
  • Provide guidance to all marine and crews in matters pertaining to the safe operating of the facility.
  • Is deemed by position to ensure that compliance to the company SAMS is followed.
  • Responsible for the safe navigation of the vessel during transit voyage.
  • Ensure the Facility has adequate and up to date navigational data and publications.
  • Ensure marine operations are conducted in accordance with the flag, class, coastal state, Owners, and client's requirements as agreed.
  • Ensure the status of all certification is available at all times.
  • Ensure the keeping of logs and records as required by the Owners, operators, class, flag, and coastal states in the area of operation.
  • Ensure that helicopter operations are properly supported and conducted as required by the coastal state, operator, and Safety Assurance Management System.
  • Ensure adequate vessel stability is maintained at all times.
  • Take primary responsibility for the movement and pilotage of offtake tankers berthing and all offloading operations, including documentation and terminal reports as required by the client.
  • Manage and co-ordinate the operation of all crude oil storage, ballasting and associated activities including crude oil washing and tank inerting operations.
  • Supervise and co-ordinate all supply vessel operations.
  • Manage and co-ordinate all communication equipment including satellite, radio, telex, facsimile and e-mail.
  • Ensure that appraisals of Marine personnel are conducted on a regular basis; TNI and TNA are fulfilled, when considered necessary.
  • Ensure that the certification of all Marine personnel is valid for their work and in date as required by STCW 95, Flag State and the Safety Assurance Management System.

HEALTH, SAFETY AND ENVIRONMENT

The Marine Superintendent shall:

  • Be fully conversant with the Facility Emergency Response Plan and his role within this plan, and is always prepared for such eventuality
  • Ensure that he has knowledge of safety requirements, including work permit systems, operational and emergency procedures, Company policy and instructions, and ensure that the Facility's Production staff are aware of, and understand them.
  • Ensure that discharges and emissions resulting from the process facility are within the limits stipulated by the applicable laws and regulations.
  • Ensure that controls and monitors to record such discharges and emissions are functioning and that these data are properly reported.
  • Attend all required HSE Mandatory training contained within the AMO's program as detailed in the Training Matrix.

AUTHORITY LEVELS

The Marine Superintendent shall act as Master of the vessel with reference to all marine legislation and requirements as detailed by the IMO and Panamanian Marine Law.

WORKING RELATIONSHIPS

  • Works closely with Marine Supervisor, Operations Manager, Company Site Representative, and Shuttle Tanker Master to ensure safe and efficient offtake operation.
  • Cooperates fully with the Marine Supervisor/ OIM to enable the proper recording of required environmental data and implementation of safety programs.

REQUIREMENTS

EDUCATIONAL/ PROFESSIONAL QUALIFICATIONS

  • Twelve (12) years of education
  • Higher National Diploma / Diploma level in Merchant Marine / Engineering and/or production trade certificate or other relevant qualification

Note: A demonstrable strong commitment to safety, health and the environment is essential to this position.

KNOWLEDGE, EXPERIENCE, SKILLS

  • Five (5) year experience from an offshore / oil & gas environment preferably on a Facility and three (3) year experience gained in the capacity of Marine Superintendent.
  • FPSO experience
  • Experience with safety management systems and computer-based maintenance management systems preferred.
  • Experience in berthing and un-berthing large vessels at offshore moorings preferred.
  • Strong personal and interpersonal skills.

CERTIFICATION/ LICENCE GUIDELINE

  • 1st Class Masters or equivalent with Tanker Endorsement and GMDSS Operators Certificate.
  • Ship Security Officer (SSO)
  • MEMIR
  • Offshore medical
  • BOSIET / BOSIET-T as applicable.
