Job Description - Project Manager - Part-Time

Project Manager/Officer

Location: Singapore

The purpose of this position is to manage key strands of HD Asia-Pacific’s inter-state conflict prevention portfolio, with primary responsibility for the planning, implementation and coordination of selected projects and activities.

Key responsibilities would include:

·       Manage the day-to-day implementation of selected inter-state conflict prevention projects and activities, ensuring that workplans, timelines, budgets, deliverables and reporting requirements are met.

·       Lead and take primary management responsibility for conflict prevention and resolution training to government officials including strategy, planning, implementation, budget monitoring, expenditure tracking, donor liaison, donor reporting, grant compliance, consultant oversight, and coordination of procurement and contracting processes.

·       Manage key dialogue, capability-building and partnership initiatives including stakeholder engagement, substantive preparation, logistics, follow-up and internal coordination.

·       Implement donor partnerships through activity planning, coordination, reporting, stakeholder liaison and follow-up on priority deliverables.

·       Liaise directly with mid-level officials, donors and institutional counterparts from foreign affairs, defence, national security and other relevant sectors across Southeast Asia.

·       Design training programmes and facilitate workshops, dialogues and other convenings, drawing on senior support where required.

·       Translate regional priorities into project plans, operational objectives and deliverables for specific workstreams under his or her responsibility.

·       Prepare and quality-control concept notes, donor updates, narrative reports, briefing materials, and other written outputs.

·       Conduct and commission political analysis, stakeholder mapping and background research to support programming decisions and external engagement.

·       Monitor political and security developments relevant to project priorities and advise colleagues on implications for project delivery, risk management and strategic positioning.

·       Oversee logistical, administrative and compliance aspects of activities to ensure that implementation is efficient, well-documented and aligned with HD and donor requirements.

·       Identify, contract, task and supervise short-term consultants and service providers as required.

·       Coordinate effectively with colleagues across HD, including teams managing linked projects, to ensure alignment, deconfliction and shared learning.

·       Responsible for fundraising and ensuring the continuity of the project.

The ideal candidate would have:

·       At least 10 years of progressively responsible experience in project management, foreign policy, security, government engagement, or related fields.

·       At least 3 years of experience in designing training curriculum and implementation/facilitation of workshops. 

·       Demonstrated experience managing complex regional or multi-country projects involving several stakeholders, funding streams, and overlapping workplans.

·       Strong understanding of Southeast Asian and wider Asia-Pacific political and security dynamics.

·       Strong experience in budget preparation and monitoring, expenditure tracking, burn-rate management, donor liaison, donor reporting, and grant compliance.

·       Strong skills in project planning, coordination, implementation and follow-up.

·       Demonstrated ability to draft high-quality concept notes, reports, briefings and correspondence.

·       Experience in workshop design, dialogue management, stakeholder mapping and government liaison.

·       Strong political judgement and analytical skills.

The position is based in Singapore with the successful candidate being permitted to work from home/Hybrid. Some domestic and international travel is expected. This position would report to the Deputy Regional Director for HD’s Asia-Pacific region.
