Business Analyst & Scrum Master (Singaporean Only) - Part-Time

Key Responsibilities:

• Support large, complex, and high-pressure government IT systems.

• Responsible for business analysis, requirements governance, stakeholder management, and end-to-end solution alignment (80%) and Scrum Master duties to ensure structured Agile execution (20%)

• Lead requirement gathering sessions with business users, government officers, and vendors

• Translate business needs into clear functional and non-functional requirements

• Produce high-quality artifacts (BRD, FRD, user stories, process flows, data mappings, interface specs)

• Ensure requirements traceability from business needs to implementation and testing

• Manage requirement changes within governance and change control processes

• Engage senior and demanding stakeholders confidently and professionally

• Facilitate requirement workshops and resolve conflicting priorities

• Act as the bridge between business users, technical teams, system integrators, and project management

• Work closely with architects, developers, and integration teams to validate feasibility

• Facilitate key Scrum ceremonies (Sprint Planning, Daily Stand-ups, Reviews, Retrospectives)

Requirements:

• Minimum 5-8 years of overall IT delivery experience

• Minimum 3+ years of Business Analyst experience in large-scale IT systems

• Minimum 2 years exposure to Agile / Scrum environments

• Strong understanding of both Agile and traditional SDLC (Waterfall / Hybrid)

• Proven experience handling complex system integrations and multi-vendor environments

• Experience in Singapore Government / Public Sector IT projects

• Experience in mission-critical or 24/7 systems

• Hands-on experience with Agile tools (Jira, Confluence, Azure DevOps, or equivalent)

• Experience supporting SIT/UAT and production rollout activities
