Job Description - Infrastructure Project Manager - Part-Time

Role: Infrastructure Project Manager

Reports To: Head, Technology Infrastructure Services
Location: Singapore
Employment Type: 1-Year Contract (Extendable)

Role Overview

The Technology Infrastructure Services team manages projects that drive changes to the foundational infrastructure supporting bank's Digital Transition and Transformation journey.

The primary objective of this role is to manage and deliver infrastructure projects that ensure operational stability while enabling new business capabilities. These projects include technology infrastructure refresh initiatives, branch relocation and setup, infrastructure build-outs for new applications, and application re-platforming efforts.

The successful candidate will engage with both technical and non-technical stakeholders, internally and externally, to lead the delivery of the MSL Disaster Recovery (DR) Capability Uplift Program, aimed at strengthening infrastructure resilience and ensuring sustained operations across critical banking services.

Key Responsibilities

  • Manage project scope, budget, schedule, governance, and reporting.

  • Coordinate project delivery across compute, storage, network, database, and security domains.

  • Manage multi-vendor engagements and delivery activities.

  • Drive procurement coordination and contract execution.

  • Identify, track, and mitigate delivery risks, including vendor, supply chain, and performance-related risks.

  • Ensure compliance with regulatory requirements and resilience expectations from MAS.

  • Lead Disaster Recovery (DR) simulations, failover testing, and operational readiness activities.

  • Manage stakeholder engagement across infrastructure, application, and business teams.

Project-Specific Responsibilities

Work closely with platform and application teams to:

  • Establish like-for-like Production and DR environments across all infrastructure components.

  • Deliver DR uplift across compute, virtualization, storage, network, database, backup, and security platforms.

  • Ensure full VM replication and database synchronization between Production and DR environments.

  • Build DR network capabilities, including routers, firewalls, and load balancers.

  • Implement backup and recovery capabilities, including independent DR execution.

  • Support onboarding of Tier 1–Tier 4 systems with proper dependency alignment.

  • Manage DR capabilities to sustain operations for up to seven (7) days during disruption scenarios.

  • Coordinate performance testing, system validation, and failover readiness activities.

  • Manage delivery risks such as hardware supply constraints and vendor delays.

Key Deliverables

  • Successful delivery of the DR Infrastructure Uplift Program within the 18-month timeline.

  • Full Production-to-DR alignment across all infrastructure domains.

  • Completion of DR simulation, validation, and certification exercises.

  • Compliance with regulatory and resilience requirements.

Skills & Experience

  • 4–5 years of experience delivering Data Centre and Infrastructure projects.

  • Strong understanding of:

    • Compute Infrastructure

    • Storage Systems

    • Network Infrastructure

    • Virtualization Platforms

    • Database Technologies

    • Security Technologies

  • Experience delivering Disaster Recovery (DR), resilience, or infrastructure transformation programs.

  • Proven experience managing multi-vendor delivery environments.

  • Strong stakeholder management, communication, planning, and execution skills.

  • Ability to manage complex and high-risk delivery programs.

Education & Certifications

  • Degree in Information Technology, Computer Science, or a related discipline.

  • Mandatory: Professional Project Management Certification such as PMP, PRINCE2, or equivalent.
