About the Job

We are seeking an experienced Oracle EPM Strategic Workforce Planning Professional to lead the design, implementation, and delivery of enterprise-wide workforce planning solutions. In this highly critical role, you will operate at the intersection of predictive HR strategy, corporate finance, and advanced cloud systems architecture.

Your mission will be to design and deploy specialized Oracle EPM Cloud / EPBCS (Enterprise Planning and Budgeting Cloud Service) modules that effectively align talent, emerging skill requirements, and structural human resource costs with long-term corporate objectives. Acting as a strategic advisor, you will partner with HR and Finance leadership to build complex multi-scenario models, drive predictive gap analyses, and deliver high-impact executive dashboards that shape workforce transformation roadmaps.

Key Responsibilities

  • Strategic Blueprinting: Lead Strategic Workforce Planning (SWP) workstreams, including advanced workforce demand/supply forecasting, competency gap analyses, and predictive scenario modeling.

  • Module Implementation: Architect, configure, and implement tailored Oracle EPM Cloud / EPBCS Workforce Planning modules and solution architectures.

  • Data Modeling: Build comprehensive, multidimensional workforce optimization models spanning headcount allocations, Full-Time Equivalent (FTE) distributions, skills matrices, compensation layers, and total operational cost mappings.

  • Cross-Functional Alignment: Collaborate closely with HR, Finance, and business unit leaders to translate high-level corporate strategies into clear, actionable workforce planning parameters.

  • Transformation & Budgeting: Provide hands-on system and advisory support for workforce optimization initiatives, large-scale organizational redesigns, and corporate budget alignment cycles.

  • Executive Intelligence: Design, configure, and deliver intuitive insights, automated reports, and interactive executive dashboards to enable data-driven leadership decisions.

Skills & Experience Required

Must-Have Skills (Mandatory for Skills Matching)

  • Oracle EPM / EPBCS Expertise: Proven, hands-on functional or technical experience configuring and deploying Oracle EPM Cloud / EPBCS platforms, specifically within the Workforce Planning module space.

  • Workforce Analytics & SWP: Strong professional experience steering Strategic Workforce Planning, predictive talent modeling, or specialized corporate workforce analytics.

  • Financial & Cost Competency: Solid understanding of workforce cost planning structures, salary budgeting variables, skills-based planning, and statistical multi-variable scenario analysis.

  • Enterprise Project Lifecycle: Demonstrated track record executing complex system lifecycles in professional consulting tracks or massive enterprise environments.

  • Stakeholder Articulation: Exceptional stakeholder management skills with a proven capability to communicate technical cloud and analytics parameters clearly to HR and Finance teams.

Good-to-Have Skills (Preferred)

  • Official Oracle EPM Cloud or EPBCS certifications.

  • Prior experience deploying cloud enterprise platforms within the Public Sector or hyper-scale corporate environments in Singapore.

  • Exposure to broad, cross-functional HR or Finance digital transformation blueprints.

Qualifications

  • Bachelor’s degree in Information Systems, Computer Science, Human Resource Management, Finance, Business Analytics, or a related technical/quantitative discipline.

  • Strong structural problem-solving mindset with an analytical approach to data-driven system design.
