About the Role

We are partnering with a leading public sector organisation to hire a Project Manager to oversee the delivery and operations of enterprise shared services and payment platform initiatives supporting multiple digital services.

This role combines project management, critical systems operations, vendor management, and cloud infrastructure governance. You will be responsible for ensuring the stability, security, and continuous enhancement of mission-critical internet-facing systems while managing project delivery across multiple stakeholders.

This opportunity is ideal for Project Managers with experience managing government or large-scale enterprise systems in highly regulated environments.

Key Responsibilities

  • Lead the end-to-end delivery of projects, ensuring scope, timeline, budget, quality, and business objectives are successfully achieved.
  • Develop and manage project plans, schedules, resource allocation, project documentation, and governance reports throughout the project lifecycle.
  • Oversee day-to-day operations of mission-critical enterprise systems, ensuring high availability, operational stability, and business continuity.
  • Manage vendors, service providers, maintenance contracts, service requests, and project budgets to ensure timely and successful project execution.
  • Coordinate change requests, system enhancements, application releases, deployments, and production support activities while minimising service disruption.
  • Ensure compliance with security policies, audit requirements, regulatory standards, and organisational governance frameworks.
  • Support cloud infrastructure operations and project delivery across AWS and Government Commercial Cloud (GCC) environments.
  • Collaborate closely with business users, technical teams, vendors, and senior stakeholders to manage project expectations and delivery milestones.
  • Facilitate User Acceptance Testing (UAT), deployment planning, cutover activities, and post-implementation support.
  • Identify project risks, issues, dependencies, and mitigation strategies while driving timely resolution.
  • Manage project governance activities, steering committee updates, progress reporting, and stakeholder communications.
  • Deliver projects using Agile, Waterfall, or hybrid project delivery methodologies as appropriate.

Requirements

Essential Skills & Experience

  • Minimum 5 years of Project Management experience delivering enterprise IT projects.
  • Experience managing projects within government, public sector, or highly regulated environments.
  • Proven experience managing mission-critical enterprise systems or internet-facing applications.
  • Experience overseeing vendor management, contract management, procurement activities, and service delivery.
  • Good understanding of IT governance, audit requirements, security compliance, and risk management.
  • Experience supporting AWS or Government Commercial Cloud (GCC) environments.
  • Experience coordinating production support, system enhancements, change requests, and release management.
  • Strong stakeholder management, communication, negotiation, and leadership skills.
  • Ability to manage multiple concurrent projects in a fast-paced environment while working independently.

Preferred Skills

Candidates with experience in the following areas will have a strong advantage:

  • Government digital transformation projects.
  • Government security policies and compliance frameworks, including IM8.
  • Identity and authentication platforms such as Active Directory, Singpass, Corppass, or similar identity management solutions.
  • Payment gateway integration, including GIRO, PayNow, banking interfaces, Stripe, DBS, or other enterprise payment platforms.
  • Cloud infrastructure and enterprise platform operations.
  • Business continuity planning and disaster recovery.
  • Risk management, change management, and governance reporting.
  • Agile, Scrum, Waterfall, or hybrid project delivery methodologies.

Preferred Certifications

The following certifications will be advantageous:

  • Project Management Professional (PMP)
  • Certified IT Project Manager (CITPM)
  • PRINCE2 Practitioner
  • Scrum Master or Agile certifications
  • AWS Cloud Certification or other relevant cloud certifications
