Senior Project Manager (Technology Delivery) - Part-Time

About the Role

We are partnering with a leading public sector organisation to hire an experienced Senior Project Manager to lead the delivery of enterprise technology initiatives that support large-scale digital transformation programmes.

In this role, you will manage the full project lifecycle, working closely with business stakeholders, software engineers, solution architects, and external vendors to deliver secure, scalable, and high-performing technology solutions. Beyond project delivery, you will provide technical leadership, mentor project teams, and drive continuous improvement across technology and delivery practices.

This opportunity is ideal for experienced IT Project Managers with a strong technical background in application development, systems integration, and enterprise solution delivery.

Key Responsibilities

Project Delivery & Solution Management

• Lead the end-to-end delivery of enterprise technology projects, from requirements gathering and solution design through implementation, testing, deployment, and post-production support.
• Collaborate with business stakeholders to analyse business needs and translate functional requirements into scalable technical solutions.
• Develop and manage project plans, schedules, budgets, resources, risks, dependencies, and governance activities to ensure successful project delivery.
• Ensure projects are delivered on time, within scope, budget, and quality expectations while aligning with organisational objectives.

Systems Analysis & Solution Design

• Lead systems analysis, business process modelling, functional design, and technical solution planning for both new initiatives and enhancement projects.
• Review business requirements, functional specifications, technical documentation, and solution designs to ensure completeness and alignment with enterprise standards.
• Oversee enterprise system integration initiatives involving internal applications and external digital platforms.

Technical Leadership

• Provide technical leadership, guidance, and mentorship to project teams throughout the project lifecycle.
• Collaborate with software engineers, architects, QA teams, infrastructure teams, and vendors to resolve technical challenges and drive delivery excellence.
• Monitor system performance, identify opportunities for optimisation, and recommend improvements to enhance system reliability, scalability, maintainability, and security.
• Stay updated with emerging technologies, industry trends, and best practices to support continuous innovation.

Testing, Deployment & Vendor Management

• Manage User Acceptance Testing (UAT), production deployment, implementation planning, and post-go-live support activities.
• Coordinate with external vendors, system integrators, and technology partners to ensure successful project execution and contractual deliverables.
• Prepare and maintain project documentation including Business Requirements Documents (BRD), Functional Specifications, System Design Documents, Test Plans, and project governance artefacts.

Requirements

Essential Skills & Experience

• Minimum 5 years of experience in IT Project Management, Systems Analysis, Technology Delivery, or Enterprise Solution Delivery.
• Proven experience managing the complete Software Development Life Cycle (SDLC), from requirements gathering through implementation and production support.
• Strong technical background in enterprise application development and systems integration.
• Hands-on experience with Java, JavaScript, Angular, SQL, web technologies, object-oriented programming, and enterprise application development.
• Good understanding of SDLC methodologies including Agile, Waterfall, and hybrid delivery approaches.
• Experience managing cross-functional teams, business stakeholders, technical teams, vendors, and system integrators.
• Strong stakeholder management, communication, presentation, and leadership skills.
• Excellent analytical, problem-solving, documentation, and organisational skills.
• Ability to manage multiple concurrent projects in a fast-paced enterprise environment.

Preferred Skills

Candidates with experience in the following areas will have a strong advantage:

• Large-scale enterprise or public sector technology projects.
• Government digital services and Whole-of-Government (WOG) technology initiatives.
• Enterprise systems integration involving Singpass, Corppass, GovTech services, or similar identity and digital service platforms.
• Enterprise architecture and solution design.
• Cloud technologies and digital transformation programmes.
• Business process modelling and solution architecture.
• Vendor management, procurement, and contract management.
• Application modernisation and enterprise digital platforms.

Preferred Qualifications & Certifications

• Degree in Computer Science, Information Technology, Information Systems, Engineering, or a related discipline.
• Professional certifications such as Project Management Professional (PMP), Certified IT Project Manager (CITPM), PRINCE2, Scrum Master, ITIL, TOGAF, or equivalent will be advantageous.
• Candidates with a strong technical delivery background and demonstrated expertise in enterprise software development may also be considered.
