Job Description - General Manager

Job Purpose

The General Manager (GM) is responsible for the overall leadership, strategic direction, and operational management of the Association. The GM ensures the effective execution of the Board’s directives and leads all facets of the Association, including budgeting, programs, services, governance, and stakeholder engagement. The role demands a high level of accountability and leadership to ensure synergy across all sport disciplines and operational functions.

KEY ROLES AND RESPONSIBILITIES

1. Sports Development

  • Actively engage Affiliate Members to provide support for the development of athletics.
  • Actively engage athletes to facilitate and support their development plans.

2. Business Development / Sponsorship Development

  • Develop and implement strategies to diversify revenue streams.
  • Develop and implement strategies to attract more sponsors.

3. Secretariat Staff

  • Ensure smooth and efficient secretariat office operations.
  • Serve as the Reporting Officer for all Professional & Management Staff of the SAA Secretariat.
  • Manage all staffing issues (e.g. resolve conflict amongst colleagues, provide counselling to staff, motivate staff and encourage teamwork amongst Secretariat staff).
  • Recommend, review and develop sports management and administration programmes and support schemes, as well as policies to improve the effectiveness and efficiency of management practices and capabilities.
  • Provide direction and oversee the work of all staff and ensure optimal staffing requirements.
  • Motivate and manage a highly skilled and multi-disciplinary team.
  • Plan, appraise and monitor staff development.
  • Set up and monitor the effectiveness of communication channels to ensure that the Management Committee (MC), sub-committees, staff and members are kept informed of activities.

4. Management Committee

  • Work with the SAA Management Committee to establish sound governance and accountability systems and processes.
  • Provide support for all MC activities.
  • Ensure MC members receive relevant documents.
  • Keep MC members regularly informed of SAA activities.
  • Prepare the Annual Report for presentation at the Annual General Meeting.

5. Finance

  • Oversee the overall budget for SAA in collaboration with the Finance Department, VP (F&P) and Honorary Treasurer.
  • Ensure that individual budgets for each programme are submitted and coordinated.
  • Oversee the production of marketing documents for SAA and gain sponsorship for all programmes.
  • Monitor and ensure finance processes are followed, request detailed budgets from the Committee Chairpersons before activities are carried out, and ensure that a detailed list of expenditure accompanied by receipts is submitted.

6. Sport Singapore (SportSG)

  • Provide a direct link between SAA and SportSG.
  • Prepare the Multi-Year Sports Plan in accordance with the requirements of SportSG.
  • Ensure that all operations and procedures conform to the prevailing regulations, policies and guidelines issued by SportSG.
  • Indicate desired outcomes for the position during the period of employment (i.e. Key Performance Indicators (KPIs)) to be quantified and specify the timeframe for achieving the targets. This is to be done within six months after commencement of employment.
  • Help SAA meet agreed-upon KPIs by the NSA and SportSG.
  • Submit quarterly reports to SportSG on progress made in the specified areas of responsibilities.

7. International Affairs

  • Collaborate and maintain good relationships with IAAF and AAA to develop the sport locally and regionally.
  • Monitor and enforce all related sport requirements and act as the key liaison to establish links and collaboration with other countries to further the sport.

8. Public Relations

  • Oversee the preparation of all press releases and ensure that they are sent out at appropriate times for all activities, in consultation with the SAA President and Committee.
  • Proof-read and edit all official documents and written communication to ensure that they fulfil both the needs of SAA and sponsors.
  • Oversee the production and distribution of the SAA newsletter.
  • Coordinate the production, distribution and updating of the Annual Calendar of Events.
  • Ensure that the SAA website and Facebook page are regularly updated and monitored.

9. Code of Ethics

  • Act in the best interest of SAA at all times and avoid any interest, activity or relationship that conflicts with the interests of SAA.
  • Ensure proper governance and stewardship over the properties, assets and monies of SAA.

10. Building and Maintenance

  • Oversee the maintenance of all assets.
  • Plan for the upgrading of equipment and buildings.
